Although I do not know for sure, my belief is that it is a JV with a financing arrangement allowed for as a result of the TSE company having exclusive rights to the output from the deposit.

3D model completed, I am still waiting to actually see the release itself, just caught a headline. Will post as soon as I can or if anyone else gets it quicker, go for it. From what I understand there is a good chance that there will some near term follow on news releases as well, I will update on that front as well as I hear.
