ahhaha - I understand clearly and my question is convoluted only save the answerer a question back.

show me where the NASD has done ANY investigation of ANY trading trail in an instance I described - as long as the MM wasn't involved in the otc-bb IPO for that company.

Secondly - what you are implying is that MMs follow the rules and don't take advantage of the fact that in due time - they can "replace" the paper/electronic trail - by authenticating the shares in account.

You comments counter those of genes relative to the amount of equity - supposedly - that a MM neeeds to stake to short an otc-bb.

What equity? Shares or naked prints?
Did someone say NASD compliance?
