It isn't unusual for the price of a stock to not fully reflect the value of holdings in other companies, but considering the difficulties in liquidating these positions, that isn't too surprising. It also isn't unusual for stocks to trade under book value, or even under tangible book value. On the other hand, It isn't very common for stocks to trade under their cash value, and since PROG will have $3.20 a share in cash, plus a variety of other holdings, I wouldn't think you will get a chance to buy at under $3, but you never know.
