The government intervention into heroin and cocaine use has not been terribly effective. What do you bet that on a percentage basis, things have gotten worse since the government involved?

As long as we are willing to pawn the responsibility of raising our children off on the schools and the government, the "average" parent that defers to their doctor will prevail.

The best way to get pharmacological reform is to stop buying the crap.
