That was the first thing that entered my mind. An old tactic here: Marcos staged a mock ambush aimed at his defense minister just before declaring martial law.

Actually, an old tactic everywhere. Many still believe that the sinking of the Maine was carried out by Americans eager to trigger a war with Spain. Joseph Conrad wrote of a similar plot, fictitious but highly plausible, in The Secret Agent, probably the best spy novel ever written (shameless and opinionated literary insert).

Plus ca change....

It should also be said that these things are sometimes the result of knee-jerk reaction, as much as conspiracy. Remember those suspicious individuals with Arabic features that were remembered in the vicinity of the Oklahoma City bombing?

Of course if we could just get together and sit around those bombs and LOVE them a whole lot, they wouldn't go off at all. Maybe. Not sure I want to try it.
