This happened to my DELL Inspiron 3500 a couple of months ago.

Fortunately, DELL technical support is available around the clock, and the problem was solved by holding down the power button for a few seconds.

Lesson learned: next lap top will still be a DELL on account of its customers support. :-)

Same thing on my Compaq Armada 7400 which does it occasionally(has to be Windows).
