Globalstar expands Brazilian operations

Satellite mobile communications company Globalstar will set up operations in the Northeast of Brazil by the end of August, with investments of US$25 million in a gateway station in Petrolina (Pernambuco state).

The company, currently with 300 users, aims to capture 3,000 customers in the region by the end of 2000 or 20% of its goal for the country. Globostar, which already operates in Sao Paulo state, is to focus in the North region,
with total investments of US$180 million in its operations.

Whose 25 mil was spent? I suspect it is Lor/Vod as I believe they are partners in the Brazilian gw's. Does anyone know for sure?
