It means being RAISED to do the right thing. And I think you are wrong- people, working for a government, can do those things. Teachers, for example, often stand in loco parentis- and many of them try to make up for the deficits of parents and some of them succeed. Government, by itself, does not exist. It is simply people.

It is a question of will, and priorities. If we cared, as a country, we could do something significant. But there is such a feeling in this country- which you seem to have- that "those" people, who "choose" not to work, do not "deserve" anything. Of course they don't "deserve" anything. No one really "deserves" anything
(just as most choices are limited by genetics and birth- and render "choice" fairly meaningless- but that's another issue, and the illusion of choice is extremely important) - in my cosmology anyway. But to alleviate human misery- because it gives pleasure to alleviate human misery- you do what is best for humanity. Deservedness does not enter the picture, for me.
