I think it is necessary to hand out what you wish to give. I do not think money is a good idea and I never have. I have always thought a sort of kibbutz model would work well- but it would be expensive. ALL models I can think of that would actually do some good would be expensive. Doing things right is almost always more work or more expensive- but the consolation is that you get results (sometimes).

I do not believe in entitlements- NO ONE is entitled to anything. You get what society decides to give you, in terms of freedom, in terms of rights, in terms of everything. You can argue within that framework that you are "entitled" but it is a purely formalistic argument- there is no reality of entitlements imo.
