Why do you mention Eisenhower in connection with culpability for the cold war and Korea? Both began on HST's watch.

You are correct in not blaming Nixon for our involvement in Vietnam. He campaigned on "Vietnamization" of that conflict and did what he said he would.

Carter was a poor leader. No doubt macroeconomic issues contributed mightily to the financial woes of the country in the 70s. However, Carter's monetary and tax policies exacerbated an already difficult environment. His foreign policy was an abject failure, with the cold war and the hostage crisis diverting his attention from domestic problems.

He is a nice man though.
