I believe you are mistaken, the PR refers to a partnership with one of the world's leading designers of airships (I don't think there are many), I quote:

``After an extensive evaluation of alternative airborne technologies, we have formed an exclusive Strategic Partnership Alliance with one of the leading Airship designers and manufacturers in the world.''

The characteristics mentioned in the PR sound similar to the type of aerostat used by the US military to carry radar for drug interdiction, which have the capability to operate at the altitude and wind states mentioned in the PR. I think the ZeroGravity Aerostructures tag is just PIC's in-house name for it. It sounds like a good platform to carry the ARC system and as the payload has already been shown to work I don't see why the proving trials shouldn't be successful.
I'm certainly not holding my breath in light of previous disappointments...but a happy end to this story is possible.
Americel needs to provide coverage to sparsely populated regions as part of its license and this isn't really cost effective using towers, hence their interest in ARC...it is a niche market but could be a profitable one for PIC, provided of course that they execute.
Of course there are loads of other issues that may bother investors like funding, share dilution etc....but at this point I'd be glad to see a result.
