The problem is undoubtably a speedpath, which is not really a "heat problem". Some chunk of logic just doesn't run properly at 1.13GHz.

I believe Intel is using multiple threshold voltages in their current logic designs. From the very large power increase between the 1GHz and 1.13GHz PIIIs, they seem to be right at the edge of the process window. If they can establish the "bad chunk of logic", it is possible to change the device threshold voltage locally to allow proper operation. Of course, this would require great diagnostics (they seem to have a problem there) and new Vt adjust masks. This scenario might allow for a late Oct. recovery since the threshold adjust comes after isolation but before gate.
