The only time when a President is responsible for the state of the economy is when the President is a Republican, and the economy is doing well. Then it is an economic miracle.

If Clinton was a Republican, he would be hailed as an economic genius who architected a miracle.

Actually, I think Carter began the economy's turnaround, then Reagan destroyed it while taking credit for Carter's efforts. Then Bush fixed the most of the problems, while being blamed for Reagan's screwups. But Clinton did an excellent job of extending Bush's heroic efforts. There is a pretty good lag before the screwups or the fixes show up. Of course, Congress always has a big piece of the control, too. But the president generally leads us either into trouble, or out of it.

Just my not particularly humble opinion.
