I disagree. The companies involved in the production of the Sdram standard did not number in the thousands as you suggest. It looks like about 20 companies at most. Hardly a difficult matter to address.

I certainly would have done this. JEDEC could have done it as well but failed to do so.

All that is required is reasonable efforts. None were made apparently.
