David,

Crawford took over from Ching shortly after the report you referenced. I think he initially held on to the $65 price target.

On 6/29, he lowered the price target to $31 at the same time setting the $390 million revenue estimate you mentioned.

Crawford's tendency is to set price targets 15-20% above the recent stock price for his 2-1 rated stocks. At ML, many price targets are a function of stock price rather than fundamentals.
