2. The one and only program that you can think of that could be cut is defense spending.

President Bush' tax increase deal led to recession in 91. It's only because of the technological investment and expansion, along with a little tighter Congress since Jan 95 that any surplus appeared in spite of Clinton's tax increase. Clinton/Gore had projected deficits well into 2004 in their out-year projections.knc
