How is that fair?
I don't think any of those proposals imply necessarily equal funding, if the local radio commedian made a gag run financed by $200 that wouldn't force all candidates to limit themselves to $200.

Do you support that ACLU position on providing a funding floor? Do you regret that it is not in 'W's proposals? (Does he have any proposals on this subject?)
