Yes, W2K definitely out-benches Win 98SE due to Win 98SE legacy. Just as NT out benches 98SE.

PS, it doesn't take a Phd to figure out how much faster in Mhz P4 has to be to be faster than a P3 or Athlon at least in the majority of benchmarks with a few optomized benchmarks thrown in. Just figure the fastest P3 or Athlon and figure the % difference between that and the slowest P4.
Say 1.1 vs 1.4 on release. That's 27% IPC that needs to be made up with Mhz...
At 1.2 vs 1.4 that about 14%.
I suspect P4 has some head room so Intel should be able to stay marginally ahead in performance. If not and Athy gets to 1.3, 1.4, 1.5...then P4 will have a lot of skepical article written about it...

Perhaps it is a compilation of submitted scores from many different individuals who tested their own or friend's machines. Note the all the different names under the "Name" column. Those could be either the individuals who submitted the test results or the manufacturer of various boxes.
