Around here, it's not possible to close the lid while leaving the seat up. SO ... To close the lid, the seat must be lowered first. The lid should be down when the toilet isn't being used. A couple of years ago, I posted to this thread, off-topically, my disgust over guests leaving bathroom spray, and wondered why men who can't seem to control their hose have never learned to confine it to locations where the harm would be limited: Under their arse as they SIT and piss. The conclusion I eventually settled on after reading the ensuing debate was that since men rarely ever clean a bathroom, they have no motivation for minimizing the mess they leave behind. I'm sure that a few sessions of scrubbing piss off the floor and walls would have them actively seeking alternatives.
