It's not that stupid. What they are getting at is could anyone have put anything in. Like if there was a time that you weren't in control of your luggage. Calls for a closer check.

A guy was boarding at the local airport and being a smartass replied bomb when asked what was in his briefcase. Between the fines and jail time he found he wasn't so funny.
