I think not. Since the Communists came into existence they have always been more interested in politics and power than in any other consideration. The U.S. is interfering with their plans to take over Taiwan. Hence they will probably not adopt U.S. technology. They are far less concerned with the state of telecommunications in China than with who has the power where. So from that point of view they are not fools, rather quite logically consistent. If the U.S. would promise not to sell arms to Taiwan, which is at least a semidemocracy, the Communist dictators would look seriously at where is the best technology. At present that's surely a secondary issue to them.
