To the contrary. This MSM5105 sets the stage for Korea/China roaming. This chip can be used by Verizon\Vodaphone you name it.

I think I am looking at it a little differently. I view the MSM5105 as a temporary chipset which has likely been brought into the product roadmap at the last minute to support a roll-out of 1xrtt by China Unicom during the first half of next year.

Let's say a customer in the US wanted to buy a handset which supported SIM during the first half of next year. At this point, handsets with the MSM3300 should be available. These would support roaming across IS-95A/B networks as well as using the SIM to roam onto GSM networks. There would be no reason for him to buy a handset with the MSM5105 since the US wont have 1xrtt services by then. When 1xrtt is rolled out across the US, the MSM5100 should be available....

Of course, I am assuming that the MSM5100 is still part of Q's product roadmap....
