Do you have any idea what you're talking about? Breaux proposed bipartisan federal healthcare initiatives that were rejected by Clinton/Gore because they wanted to use healthcare as an issue in the election. They put politics before people, as they did with the marriage tax penalty and several other key pieces of legislation. Has absolutely nothing to do with any state program.
