because no one has responsibility for maintaining the commons, and the tendency is to shirk and leave it to others
Even now we live with the commons, only our common area is the air and water. In many ways the people of the U.S. are a common resource. It is the federal government which plays the role of "board of directors" for these commons. A weak federal government will lead to shirking by the states.
