Bush was governor of a state where the lieutenant governor ran the everyday operations .....like for the last year while Bush makes train stops on his crusade to be president.

Who is ruling texas for the last couple of years, while a guy was seeking coronation? A conservative newpaper has some advice for Dubya. Looks like this newspaper has found some spine to question authority after the Elian debacle.
