So it seems. I live in Central Illinois, Caterpillar country and my cousin works for the state road department. 10 years ago a bridge job was let and it took 4 times as long as anywhere else in the nation because of the strong union presence.

5 years ago the union wouldn't settle with Cat. Cat opened it's jobs to all takers. Even with the union goons threatening violence there were 20 people for each job because they paid out the ass. Cat's still union but there isn't a contract. Most went back but you still have idiots with signs in their yards about scabs. Those are the guys passing on the $22 per hour and another $22 in benefits. Not bad for a lunch bucket job.
