ARAMCO's excess capacity is around 1 MBD.
OPEC excess capacity of 3 MBD is not correct. This would require some major work.

Although Saudi Arabia could significantly expand capacity in 6 to 9 months time given an aggressive drilling program, in the meantime, current capacity is likely constrained to around 9.0 MBD. Look at historic production, and you will find out that over the last 2 DECADES, 8.9 MBD is the highest Saudi production has reached despite $40 prices and political incentives to produce as much as possible during the Gulf War...I am not so sure they can do much more than that.
