P, fuel cells are a great concept which was discovered over 100 years ago.

It will take some time until the industry will grow to the reliability that fuel cells will be used in power stations.

In the near future - 2 to 3 year fuel cells could come in use as substitute for residential boilers powered by natural gas which will improve the BTU conversion ratio, or small power plants driven by methan released by "bacteria filled sludge pounds" with a continuos supply of human waste or cow /pig manure etc.

If there were a formal policy this would complement the need of global energy.

......... and we forgot COAL for what ever reason who also can produce methan gas.

As PV technology improves or other methods using solar come to the fore hydrogen may well become a competitive fuel.
