Because the democrats have written in exemptions, exclusions, etc. for their funders. I think you are too political party centric. It is not the Democrats who put in these special loopholes, it is the special interests, who legally bribe whatever party happens to control the agenda. I, and I think most new democrats, would be happy with a three tier tax system. Dependants would figure into the rates. 1) $X income is taxed at zero, this is the amount that is considered essential to live on. You earn it, you keep it. 2) $Y income is taxed at a certain rate. This is the amount needed for a nice lifestyle that benefits from government services, the middle class. Deduct the $X amount and pay tax on the rest. 3) $Z income is taxed at the high rate. This is the people who through luck or skill are reaping extraordinary benefits from the American system. They pay the $X amount and the $Z rate on income that exceeds what is needed for a good lifestyle. They wouldn't get this income if the environment was not conducive to it. It's purposely vague in amounts because I really don't have a handle on the statistics that make it work. But after that I would say no deductions, not for house interest, not for school, not for nothin'. If the government wants to promote a certain behavior or occupation then it comes as a grant, and not as a deduction. Grants should be figured separately and may even amount to a percentage of money available instead of a fixed amount. Welfare then becomes a separate grant. The best reform would be to make it difficult or impossible to hide the loopholes, separate returns for tax and grants would be a good start. Corporate profit and expense is a bit more complicated, but I think it could be simplified to a page or less in tax code. TP
