For a .25u line to be "restarted" it must be shut down first. They would only shut down .25u to make way for .18u. That situation hasn't happened "in a period when the rate of increase in PCs shipped was lower than the historical norm" so your statement makes no sense. I'd like to know where you're getting this information from because as far as I know, no flash is produced in Israel.
