first thing came to my mind was how often do you clear cache and temp files and when was the last time you ran a defrag utility?

When your screen is scrolling slowly, press your Ctrl-Alt-Delete key combination and check the Close Program Box for anything that would keep your system pre-occupied and prevent it from giving its full attention to the work you would like to see being done. It sounds like your system is capable of performing quite a lot of work, but if too much is being rammed down its throat, it will choke.

Another suggestion ...

Boot to DOS (Not a DOS window) and erase your temp files, cookies, and the hidden indexes and stuff.

I use the following commands in a .BAT file:

DELTREE /Y C:\WINDOWS\TEMP
MD C:\WINDOWS\TEMP
DELTREE /Y C:\WINDOWS\COOKIES
MD C:\WINDOWS\COOKIES
DELTREE /Y C:\WINDOWS\TEMPOR~1
MD C:\WINDOWS\TEMPOR~1
ERASE E:\WIN386.SWP

When you start Windows, your system will re-create fresh clean copies of what is needed. With luck, the stuff causing your grief will be history.
