Umphrey's contribution was conditional on a veto. At the time, it was not clear that Clinton was going to veto the bill. Gore must have reassured him, because Umphrey cut the DNC a check right after their conversation. They used to call that bribery.

You are probably right about a lot of trial lawyers. However, your profession's inability to hold it's members to high ethical standards, while expecting the same from others, has gained all of you the nasty reputation that exists. By the way, isn't lawyer the main profession of a majority of congressmen? knc
