I'm confident that things will work out. Remember, our "Energy Czar" Mr. Richardson has stated that "oil prices will return to $20. a barrel sometime in April."

Ever wonder that even if they all cheat whether it would be enough? Hummm...

The higher the price moves, the more incentive there is for countries to cheat.

Also, in some countries, the price of oil is a far greater percentage of their income, so some of these countries will not afford to buy as much oil, lowering demand. Even in the US, people will at least consider conserving fuel, especially since it will be in the news more and more.
