I don't think anyone proposed paying it off in a lump sum ballon payment. As the federal debt is retired the money reverts back to the people as they increase borrowing due to the lower interest rates and receive appreciation of real estate and securities. As the government interest payments reduce the need for tax money is decreased giving the people real actual tax relief instead of the chimera of shifting expenses to the states and local tax base that Bush's plan will accomplish.
