I honestly don't know but I personally think it better to do something rather than nothing.
I also think that congress should suspend some gas taxes at least for a period of time.

I think right now Europe is a bigger concern vis a vis oil prices. Things are getting dicey over there. Interestingly, the truckers are protesting the fuel TAXES, not so much the price of oil. There is a lot more room to influence fuel prices on the tax side than the price of the commodity. Clinton is in a box on that front, Al Gore cast the deciding vote on the fuel tax increase of 93.
