Oil is not entirely a free market enterprise. Unlike other commodities, it is subject to other variables. Yes, lobbying does take place if the output should be raised or reduced (all in the name of Global economic stability). I have not confirmed it, but I have read in message board that Bush Sr. and Cheney on seperate occasions have been involved in such lobbying(the reasons could have been legitimate, but if they did, they have left themselves open to charges that they will have to defend)
