Alfredo: Thanks for the info. Any idea what the rating was changed from? I think there has been some bad blood between Morgan and Winstar for several years. Is there any way of knowing when this info was released to institutional customers? Did it first show up to retail customers on Friday?

Hi Bernard: Do you find this Morgan Stanley report surprising? Why would MSDW have problems with their disclosure and nobody else does? Have you heard complaints about this before?

Hi Alfredo:

Some analysts have requested detailed breakdowns
for on switch and on net customers for each market,
and per line revenue for each market, and I don't
think WCII has given them all the details they
wanted.

FWIW, MSDW was burnt badly by a large GST bond
position when GST went under this Spring, so this
experience probably explains their caution.
