Self-righteous would describe a Governor who thumbs his nose at laws enacted by his legislature and supported by his people.

Murali, When a person takes the oath of office of any state, he swears an oath to uphold the laws of that state. The Governor of Texas can only submit bills to the legislature for consideration, but can not force them to be enacted into law. In the case of capital punishment, if is even more difficult for the governor to do any thing, because it requires an amendment to the constitution of the state of Texas, which, in turn, requires a vote be the people of the state. So, your argument against Bush can not hold water. His hands are, basically, tied where the penal code is concerned. Please remember, not all states have the same constitutions, or avenues of amending the ones they have. To get a handle on this, you will have to study 50 state constitutions. ~H~
