I remember in law school the German graduate students used to load up their backpacks with paper napkins, and packets of salt, pepper, sugar, and ketchup every time they ate at the school cafeteria. We've got that mentality here, too, unfortunately. Most gas stations here are franchises, owned by individuals, not big corporations.

Stealing gas is pretty widespread here, too. Someone was telling me about a sad incident the other week. This mentally retarded guy filled up his gas tank and drove off without paying. Apparently, this was pretty common for him to do and the attendants would tell him the next time he came in and he would pay up, no problem. New attendant on duty and the guy drove off without paying so she called the cops. The retarded guy was shot to death in the ensuing clusterfuck. Over a tank of gas.
