I'd use intervention and punishment long before it got that far. For instance: I would not seal juvenile felony records. What better indication of future thugs, then earlier criminal records. I would drastically cut costs of prisons, and move the money saved into schools and child care programs, especially child health care, foster care and adoption services. I would limit free legal help to convicted felons. Once they get convicted of a felony, they would never be allowed free legal help. I'd move the money, paid to career felons, to help to pay for prescription drugs, for those that don't have insurance. And, I would make prison a miserable place to be, and take back control from the inmates. I've got other ideas. As you can see, it is not just a simple matter of trying to fix the problem AFTER someone is dead.
