Here you are in disagreement with your candidate. He is proposing spending 120% of the (projected) surplus on new welfare programs and not just for the elderly. He'd dole it out to anyone ( except of cource those who actually earned it ) willing to trade his vote for government booty.

"Some" could be as low as 5 percent (or even less) of the surplus. even 1 percent would be $2 billion plus to help America's needy elderly.
