OT BILOW.. "... they're mostly quite poor, and can barely afford cigarettes." Then why don't they do like the poor criminals do here... Go out and steal, burglarize, murder, maim, etc. in order to get the money for the drugs needed to support their habit? Your position lacks substance. The fact is that the Chinese government stops it right from the start... when you begin to think about dealing in drugs. One knows what the consequences will be if caught. True the government is repressive, but when it comes to the matter of controlling illicit drugs the world can learn a valuable lesson from them.
