Hi Saul, Thanks for the VL link, it helped a little, but I don't find the actual definition. Here's what they have to say:
"Price Stability Index—a measure of the stability of a stock's price. It includes sensitivity to the market (see Beta) as well as the stock's inherent volatility. Value Line Stability ratings range from 100 (highest) to 5 (lowest)."

So, looks like I was wrong about it being independent of BETA. Although if they are measuring distance from 1.00 in either direction, it could still be working in our favor.

Unfortunately it tells what it is, but not how it's derived. I'll see if the library still has their master book on this.
