I do not think that the government is supposed to be "fomenting values". I certainly do not think that it should replace the family or the church. But I want it to be friendly to such institutions, rather than hostile, and I think that it can rarely be truly neutral........

Well, how can I disagree with that? But how do you determine what is "friendly" to families? By whose standards? As far as churches are concerned, there is the First Amendment problem to deal with. But this is judicial difficulty, not a political one. Get the First Amendment's Establishment clause repealed [leave the Free Speech clause alone, if you don't mind], and football players in
Texas will be able to pray before a game.
