I actually used to favor precisely that, and was talked out of it by Les Horowitz, who argued that we do not need to have the government making the decision to bet on large caps. Instead, the idea is that there should be ground- rules and a list of approved funds, taking diversification, and therefore risk management,into account, but that there should be greater individual choice in allocation, and therefore less distortion of the capital market.
