Investing by government will politicize and make a big mess of whole situation. For eg. Gore would want to invest in environment friendly companies and Bush would want to exclude drug making companies that make abortion related drugs. The idea in principle is not bad as long as it is free of politics. But it seems very unlikely. Also there will be lot of lobbying by companies to get a pie of that money. If government invests in large caps, then it is aiding in the killing of small cap companies. That is tantamount to abortion of small businesses.
