The gov't already invests billions in the stock market. The government employees thrift savings plan enables them to invest in S&P 500 Index funds.knc

No, it is quite simple. Any publicly traded company should be allowed to pay all of part of their FICA taxes in the form of their stock. This takes the decision out of the hands of the trustees and puts it in the businesses. Workers should also be allowed to make their contributions in the form of stock -- of their company or anything else.
