I think there I generally agree with you on the problems.

But the real problems do not get solved with vouchers.

The major problems are the parents and the home environment which leads these kids to not care and behave badly.

Perhaps the parents can get cash if junior meets certain objectives:

1. 100% attendance.
2. Minimum grades.
3. Acceptable behaviour at school.

Many poor parents would get a whole lot more involved if there was a financial incentive.

An extra 20-30 dollars per week per student may be a huge difference between success and failure.
