If you handled other peoples money in the way your social security contributions have been handled you would be under the jail. I think the money really go into general revenues and they simply take what is necessary to pay the current recipients. You don't really have an account. There is no fiduciary responsibility on their part. They tack on 2%, they say, so they can say the monies have some earnings.
