Lots of questions with this release and how their VAR relationships work.

Under the terms of the agreement, NEC will bundle its MIPS-based network controllers, including the µPD98501 and future derivatives, with Wind River's Tornado® development environment and VxWorks®/pSOSystem® real-time operating system and a target license for operating systems. These will be provided under a 60-day evaluation copy of the Wind River Tornado II development environment.

Does anyone know what a "60-day evaluation copy of the Wind River Tornado II development environment" is?

My guess is that Wind gets between $1 and $2 of the $25 per chip price. However, if I read the release correctly, they also have an excellent chance to sell one or more $100,000 or so Tornado II development seats to each of NEC's customers who don't already have one. In addition, they are in an excellent position to also sell the customer TMS, Tornado for DSL, etc., to get an additional $5 or $10 per chip.
